It's not uncommon for members to return unused merchandise to Costco. Even if the member hasn't used the item, if any portion of the packaging has been opened, it can not go back on the sales floor. This unused merchandise will be part of Grade A/B liquidation.
Beside above, where do returned items go? About a quarter of items are returned to the manufacturer. Others go to secondary retailers. But many returns are sold for pennies on the dollar to liquidators and discounters before ending up at regional wholesalers, who send the goods to pawn shops, dollar stores or even out of the country.

We donate non refrigerated bakery items (so cheesecake, cakes, pumpkin pies for example are trash), deli items are trashed. Meat is kept refrigerated and sold to dog food companies. Produce gets removed from it's bags and sold to farms to produce pig feed.
